Where is the Government of Canada IT Strategy?

It has been a long time since I have published in this blog. I have been busy adjusting to the new economic reality caused by the recession. I hope those of you who, like me are more imaginative in nature, are faring well.

My opinion in this entry comes from my time spent at the Treasury Board Secretariat, consulting in Federal Departments, and from the study of private sector businesses, following standards body's recent efforts and general trends in the marketplace.

The world of technology is changing rapidly. In fact, it is changing so rapidly that large enterprises, especially those encumbered by restrictive policies, are at a severe disadvantage. The ramp-up time to embrace more efficient ways of doing business are so large that by the time a technology is being considered for use within a large enterprise, the marketplace has evolved and the technology now is considered legacy or is in fact is obsolete. So how do large enterprises embrace technological change which is at a rate that surpasses their ability to consume it? Is it impossible? Can a large enterprise EVER catch up? What do you think?
